Elsewhere, Mahoro gets Katsuma and herself some ice cream while making rude comments about U.A. High's students and their ability to respond to danger despite the island's low crime rate. Katsuma doesn't seem bothered by his sister because Izuku was nice to him, so Mahoro formulates a plan to make her brother change his mind about the heroes.

Back at Nabu Island, at the end of the day, the class was exhausted from all the hard work and deeds that they've done. Hanta wonders if the small deeds are considered to be hero work, so Tenya assures that every deeds that happen on the island count as hero work. Momo reminds everyone that they may have their provisional licenses, but they are still students, so they will have to put the hard work to make sure that the island residents can count on them as Minoru points out to the class that the only one who hasn't done the work since they arrived on the island was Katsuki, who refuses to do small deeds unless there is a villain involved.

Back in the mainland, Katsuma and Mahoro's father, who was out-of-town for work, watches a video recording of his children before he was attacked by Chimera who slammed the truck to knock him out. Nine uses his Quirk to scan and see what kind of Quirks other people and found what he needed. He then uses his All For One Quirk to steal and absorb the father's Cell Activation Quirk. He tries to use his original Quirk: Weather Manipulation, but he feels strained because the father's quirk requires a Blood Type-A, so Nine theorizes that his children would be the key to his powers.

At Nabu Island, Katsuki and Izuku rushed over to where Katsuma said the villain is located: at the ancient castle ruins located southwest in a peninsula. Katsuki arrives on scene first to confront the villain: a giant praying mantis. He first used Stun Grenade to blind it, but he notices something wrong.

Back on the mainland, the No. 2 Hero, Hawks, arrives on the scene of destruction and finds Katsuma and Mahoro's father unconscious after getting his Quirk stolen, a distraction created by Nine to divert the authorities from locating their position and their true objectives. While Hawks investigates the scene, the leader of the League of Villains, Tomura Shigaraki, observes from a skyscraper.

On Nabu Island, the class resumes to their daily schedule hero work. Izuku comes across Katsuma again who apologizes for his sister's prank last night. He explains that his sister hates the heroes and wants to discourage him from ever becoming one. Izuku realizes that Mahoro wanted to stop Katsuma from every thinking of becoming a hero because she was afraid that the hero work is dangerous which reminds him of how his mother, Inko, was worried about his well-being. Izuku assures to Katsuma that anyone can be a hero as long as they focus on putting their effort. One of the residents tells Izuku of their life, losing their mother after she died of certain illness, their father being left to work out of the island, leaving them behind. Katsuki overheard everything from the balcony.

Act Two: Nine's Invasion
By sunset, Katsuma meets back with Mahoro at the same park where he met Izuku and was about to tell his sister about becoming a hero when Nine and his villains hijacked a ferry and crashed into the Nabu Island harbor. Residents flee as the villains arrived. After crashing into the harbor, the villains can begin their assault.
  +
  +
Hasaki uses her Quirk: Slice to destroy all of the ships at the harbor while Nine and the rest of the villains continue their assault. Terrified, Katsuma and Mahoro attempts to contact Class 1-A headquarters, but Katsuki answered the phone and calls them a bluff. Just before Izuku could answer back, the phone service was cut off after Chonjuro destroyed the communication towers, rendering all connections to the outside world severed.
  +
  +
Once the connection was cut off, the villains can begin their search for Katsuma and Mahoro. Makihara attacks Minoru, Yuga, and Toru in the shopping district with his Quirk: Mummification to reanimate non-living objects into massive puppets. While Aoyama attacks with his Navel Laser and Minoru fights back with his Pop Off, Toru tries to contact headquarters, but she discovered that the communication service is dead.
  +
  +
Chonjuro fights against Mashirao while Tsuyu and Shoji evacuate the residents and the tourists that are on the beach. Machirao attacks Chonjuro with his Tornado Tail Dance, but the villain blocks so easily with one hand because of his Quirk: Chimera that gives him animalistic speed and strengths of different kinds of animals. Chonjuro retaliates by throwing boulders at Mashirao before Fumikage arrives to assist. He attempts to use Dark Shadow, but the villain blocks and punches it back, much to the latter's shock. Outmatched, Mashirao orders Fumikage to head back to headquarters to request for backup.
  +
  +
Back at Class 1-A headquarters, the heroes are confused of why the phone service is dead until one of the residents informs them of a villain attacking the shopping district as Fumikage returns to warn them of a villain attacking the beachfront. Quickly, Tenya devises the plan of action: Katsuki, Eijiro, and Denki will go to the shopping district and intercept the villain while Momo, Kyoka, and Mina assist with medical evacuation while he, Shoto, Sero, Sato, Fumikage will intercept the villain at the beach while Ochaco and Koda assist with the evacuation of the tourists and residents.
  +
  +
At the downtown hospital clinic, Minoru, Yuga, and Toru fend off against Makihara and the endless army of mummified puppets. Yuya and Minoru were reaching their Quirk limits until Katsuki's team intervene and provide assistance. While Katsuki, Denki, and Eijiro fight off against the mummified puppets, Momo, Kyoka, and Mina evacuate the local residents nearby. During the battle, Katsuki was captured and turned into a mummified puppet because his clothes, gear, and weapons are considered non-living objects. Katsuki blows up one of his Grenadier Bracers to break free and defeats the villain using AP Shot in point-blank range, knocking the villain unconscious before heading off to find more villains.
  +
  +
Back on the beachfront, Mashirao was defeated by Chonjuro after taking a devastating punch. Shoji attempts to fight the villain, but Chonjuro caught him and starts to strangle him with raw strength just before as Tenya and his team arrive to intercept the villain. Despite Sero, Shoto, Tenya, Fumikage, and Rikido's teamwork, the villain proves to outmatch everyone before he incapacitated Rikido out of commission.
  +
  +
Meanwhile, Katsuma and Mahoro runs away from the scene of the fighting and attempts to get back home, but they run into Nine. The villain uses his Quirk to scan the little kids and found out that Katsuma has the exact blood type he needed. Before Nine can steal Katsuma's quirk, Izuku arrives and rescues the kids, using his Quirk to escape through a forest area and get the kids to safety. Izuku fights Nine using his Quirk at 8%, but Nine uses a Barrier Quirk that is made of highly compressed air to shield himself. Izuku retreats after Nine uses his second Laser Quirk to shoot purple laser beams over to Izuku. The hero realizes that Nine has the same Quirk as All For One, and attacks using Delaware Smash Air Force, but Nine uses the Barrier Quirk to shield himself and retaliates by using a Wind Quirk. Izuku activates One For All: Full Cowl at 20% and uses St. Louis Smash, but despite increasing his power, Izuku was still outmatched by Nine.
  +
  +
Using his Scan Quirk, Nine realizes that Izuku has more interesting Quirks than him and attempts to steal One For All. Before Nine can steal the Quirk, something stopped the process, leaving Izuku temporarily immobile. Nine learns that he cannot steal the Quirk because either something stopped the process, or he has no room for all of them and proceeds to shoot a purple laser at Izuku's chest, wounding him. Frightened, Mahoro uses her Quirk to project a cartoony version of the wounded Izuku to notify everyone.
  +
  +
Just before Nine can kill Izuku, Katsuki arrives and engages combat with Nine. Despite Katsuki's intervention, even he was no matched for Nine and his multiple Quirks after the villain used the Water Dragon Quirk to fracture and break Katsuki's ribs. Izuku manages to recover and attacks Nine before the villain uses his original Weather quirk to summon a massive lightning strike to zap Izuku and Katsuki, severely injuring them in the process while at the same time, caused a major blackout throughout Nabu Island. Just before Nine can reach the children, his illness suddenly takes over, rendering him immobile. Hasaki arrives and attempts to take Katsuma before Koda uses his Anivoice Quirk to summon a swarm of crows to blind the villains while Shoji, Tsuyu, and Uchaka rescues the wounded Izuku and Katsuki and the children. With the kids gone and Nine in pain from his illness, Hasaki fires a flare gun to call a retreat with Chonjuro withdrawing from the beachfront.
  +
  +
Later on the night, Class 1-A is holed up in a warehouse with the tourists and the residents that they've managed to save, providing humanitarian aid to the local residents. Makihara was captured, locked up, and chained inside a boiler room, who refuses to talk to any of them after they questioned the villain. Momo is working on building a drone that she can send to the mainland for backup.
  +
  +
The medical staff from the hospital clinic weren't able to treat Izuku and Katsuki any further because they've suffered too much damage which requires them to be sent to a hospital in the mainland. Katsuma arrives and uses his Quirk: Cell Activation to heal both Izuku and Katsuki.
  +
  +
The villains, who are holed up in a lighthouse, reminisced of how Nine created their group to bring an order to the society where Heroes and Villains don't matter and only the ones with the strongest Quirks will rule over the weaker Quirks, and how he's been using the League of Villains to gain All-For-One Quirk that rapidly increased the speed of his illness.
  +
  +
Katsuma tells Class 1-A that he is the target for the villains as the class thinks of the plan to deal with Nine who ahs multiple Quirks. Izuku and Katsuki have fully recovered after Katsuma healed them. With Izuku and Katsuki recovered, the class agrees to fight the villains.
  +
  +
Izuku devises a plan of action for the class: by relocating all the civilians to the isolated peninsula where the ancient castle is located, it can hold all of the residents in the large cave while the heroes engage the villains where they can use the terrain to their advantage and spit the villains apart. Izuku noted that Nine can only use his Quirk for a limited time due to the illness he is suffering, so the plan is to have everyone attack in waves to make the villain use his Quirk until he has reached to his limit.
  +
  +
Mashirao, Kyoka, and Shoji will personally guard Katsuma and Mahoro while the civilians are hiding inside the cave protected by Koda, Rikido, and Toru. With that, the battle plan is to hold out until and reinforcements from the mainland arrive.

Act Three: The Last Stand
After recovering from his illness, Nine, Masaki, and Chonjuro make their way to the peninsula after Masaki scouted them on the ruins of the ancient castle. With the villains approaching the ruins, the heroes begin their assault on the villains with a pre-emptive strike.
  +
  +
Yuga attacks first using his signature move, "Can't Stop Twinkling: Supernova" at the villains. While Nine blocks the attack with his Barrier Quirk, Hasaki and Chonjuro breaks away from the blast, unaware that they are falling right into their trap. Momo takes the last of her strength using her Creation Quirk to make two massive cannons and shot at Hasaki and Chonjuro which cause Hasaki to collapse in an underground cavern and Chonjuro falling into a river with waterfalls.
  +
  +
With the villains separated, Sero and Ochaco commence their assault on Nine with Sero using his Tape Quirk supported by Ochaco Quirk: Zero Gravity to hurdle barrages of boulders and rocks at Nine. Nine deflects the attack using his Barrier Quirk as defense and Laser Quirk as the offense. Despite the two throwing more rocks, the villain is still not stopping, so Uchaco caused a massive avalanche of boulders and rocks with Minoru using his Quirk to make the rocks stick together even harder. The three of them were incapacitated by Nine despite the teamwork. Momo and Yuga intervene to save them and engages Nine, but the villain defeated all of them. Izuku and Katsuki intercept the villain, but they were never enough to take down the villain. Sero was defeated after he tried to attack Nine, but the villain uses his Laser Quirk to blast him. Uchaco was also defeated by Nine's Water Dragon Quirk as the villain continues to overwhelm Izuku and Katsuki.
  +
  +
As the villain was about to defeat Izuku and Katsuki, Nine has reached his limit and starts to reel in pain. Izuku and Katsuki seize the opportunity, but Nine activates his life-support to take a heavy dose of steroids and goes beyond his limit, summoning a massive lightning strike that seemingly vaporized Izuku and Katsuki.
  +
  +
Meanwhile, Fumikage engages combat with Hasaki in his Black Ankh with Mina providing support using her Acid Quirk. Despite the darkness to his advantage, Fumikage proves to be unmatched for Hasaki and her swift combat agility. Fumikage makes an opening for Mina to use her signature move, Acid Shot to destroy Hasaki's hair. Hasaki retaliates by using her Quirk to fire multiple barrages of sharp needles and injured Mina in the process. Enraged, Fumikage went berserk and his Dark Shadow quirk intensifies to become monstrously vicious and attacks Hasaki. The villain attempts to shoot her hair needles at the ceiling but she was defeated by Fumikage, but not before cavern collapsed on top of Hasaki, Mina, and Fumukage, burying them under piles of boulders.
  +
  +
At the river, Tenya, Tsuyu, Eijiro, and Shoto attacks Chonjuro. Tsuyu attempts to drag Chonjuro into the river before Shoto freezes it, but it was not enough. Eijiro, Shoto, and Eijiro attack Chonjuro with a barrage of close combat attacks using special toxin mucus from Tsuyu's Quirk: Frog to paralyzed the villain. Chonjuro uses his Quirk to transform his body into a massive monstrous proportion, nullifying the toxin and fires a massive red laser at the four of them. Pinned by Chonjuro, Shoto devises a plan: Tenya uses his Quirk: Engine to distract Chonjuro using Recipro Turbo while Eijiro and Shoto sneak from behind using the same method to save Katsuki in Kamino. Chonjuro notices them and uses his laser to attack them, but Eijiro uses his Quirk: Hardening to reach his signature move: Red Riot Unbreakable to take the massive hit from the laser before he is wounded. After Chonjuro used his laser beam, Shoto manages to get on top of the villain with Tsuyu and Tenya restraining him. Chonjuro manages to defeat Tsuyu and Tenya before Shoto defeats the villain using his Half-Cold Half-Hot Quirk to reach sub-zero temperatures and freeze the villain before losing consciousness from the cold.
  +
  +
In the mainland, Hawks interviews Katsuma and Mahoro's father who regained consciousness and retells everything that happened to him, and how the villain, Nine, stole his Quirk. Hawks receive a call from the Public Safety Commission who informs him that a fisherman found a drone that contains a message saying that villains have attacked Nabu Island. Realizing that Class 1-A is at Nabu Island and engaging the villains alone, Hawks uses his Quirk: Fierce Wings to fly over to the island, contacting U.A High to send in reinforcements.
  +
  +
Back at the island, the situation for Class 1-A is growing hopeless. With two-thirds of the entire class down or out of commission, Mashirao, Shoji, and Jirou flee with Katsuma and Mahoro to the escape route in the caves. Shoji, Mashirao, and Kyoka engage Nine enough time to take the escape route back to the cave. Kyoka uses her Earphone Jack Quirk, Shoji tackling with his Dupli-Arms Quirk, and Mashirao uses his Tail Quirk to stop the villain, but they were defeated by Nine after he uses his Water Dragon, Barrier, and Laser Quirks.
  +
  +
Nine holds Mahoro hostage to demand Katsuma to surrender his quirk or he will kill his sister. Before Nine can steal his quirk, Izuku and Katsuki enter the fray to save Katsuma and Mahoro who revealed to survive the lightning strike using Kaminari as a lightning rod to absorb the lightning.
  +
  +
Izuku and Katsuki gain the advantage after Nine is reaching his limits of using his multiple quirks and overwhelms him with a combination of Detroit Smash and Explosion. On the verge of defeat, Nine uses the entire steroid drug in his life-support system which amplifies his Weather Quirk to the maximum, summoning a fire tornado that will destroy the island. Izuku boosts his Quirk to reach One For All: Full Cowl - 100% and uses Detroit Smash while Katsuki uses Howitzer Impact, but the two aren' strong enough to stop Nine and get obliterated by the Weather quirk. Koda, Rikido, and Toru along with the rest of the civilians are cave-in after Nine decimates much of the island and the infrastructure. Shoji uses his body to shield the kids while everything else was destroyed.
  +
  +
Izuku and Katsuki managed to survive, but they are severely wounded by Nine's Water Dragon quirk. As Nine starts crushing Izuku and Katsuki, Izuku makes the desperate risk; he transfers One For All to Katsuki, breaking the grip from Nine. Infuriated, Nine attempts to kill them by summoning another fire tornado on the island. Katsuki reaches One For All: Full Cowl - 100% and together with Izuku, they use Double Detroit Smash to stop the fire tornado and engages Nine in a intense combat. After a lengthy fight, Izuku and Katsuki finally manage to defeat Nine once and for all using the Explosion Quirk combined with St. Louis Smash at 100%, effectively ending the threat, but the ember left by One For All sparks out, leaving Izuku permanently Quirkless once again.

After a long night and day of fighting the villains, Hawks and Toshinori arrived on the scene first with Hawks rescuing Fumikage and Mina. Toshinori tends the barely conscious Izuku and the unconscious Katsuki. Izuku tearfully apologizes to Toshonori for giving One For All to Katsuki because he had no other choice if he wants to protect the people on the island before losing consciousness. Toshinori forgives Izuku and saw how One For All still retains itself inside of Izuku. At first, he theorized that Katsuki must've lost consciousness before the transfer could be completed, but somehow, he second thought that One For All must've kept itself inside of Izuku for his willingness to risk himself to protect the innocent even if it means losing One For All. Tearfully, Toshinori thanks the previous users of One For All and his master, Nana Shimura.
  +
  +
Soon after, reinforcements from the mainland have arrived on Nabu Island with a field force of professional heroes and the military, rescuing the trapped civilians, Rikido, Koda, and Toru, and medically treating Class 1-A to safety. Hasaki, Makihara, and Chonjuro were arrested, and the local residents are provided with humanitarian aid. While overseeing the operation, Hawks wonder what Tomura is planning.
  +
  +
Elsewhere on the island, Nine, who managed to survive the final battle, crawls away to escape, but he is confronted by Tomura Shigaraki. Tomura was well aware of Nine's betrayal and that he's been using him too for his own experiment, promising that he will take over the world that Nine so desperately planned to before he kills Nine using his Decay Quirk and leaves the island.
  +
  +
For the next two weeks, Class 1-A continues to stay on Nabu Island to help repair the damage done by Nine and his villains until the Public Safety Commission suspends the program and orders them to be sent home. With the island being repaired by the military and the heroes, Class 1-A boards a ferry to leave. Izuku had a conversation with Katsuki, who suffered amnesia where he doesn't remember using One For All. Katsuma and Mahoro, who are reunited with their father, say their good-byes to Class 1-A for protecting them and saving the island. Katsuma promises to get stronger enough to be enrolled in U.A. High in the future.

Summary

Prologue

Late at night sometime in the winter, in the outskirts of Japan, the police and multiple Pro Heroes are in pursuit of the League of Villains, who are escaping in an armored truck carrying cargo requested by Doctor Garaki. The cargo in question is a large fluid-filled life support tank harboring a man. With the combined efforts of Spinner, Dabi, and Mr. Compress, the villains manage to hold off their pursuers. At the same time, Spinner wonders who alerted the authorities of their route, with Dabi and Mr. Compress suspecting an information leak.

At the end of a turn is a roadblock guarded by police and Endeavor. Dabi fires of a blast of his flames at the Pro Hero, and Endeavor uses his Flashfire Fist - Jet Burn, with both attacks colliding and canceling each other out. Shortly after, Dabi lets out a massive blast of his flames, with Endeavor countering with his Prominence Burn. The move easily overpowers Dabi's attack and engulfs the truck. The villains melt into piles of sludge, revealing that they were clones created by Twice.

The truck crashes into the surrounding forest, and the wreckage is soon visited by Hawks. When examing the contents of the truck, the life support tank is revealed to be empty. Hawks suspected the truck was carrying a new type of Nomu, but later believes it was something else.

The man in the tank, Nine, stumbles into the forest and up a small hill, where he meets with his associates: Chimera, Mummy, and Slice. Nine then looks over the city, telling his friends that the experiment was a success.

Act One: Practical Hero Experience

A month ago, Shota Aizawa informs Class 1-A of U.A. High School, that they will participate in the U.A. High's safety program sponsored by the Public Safety Commission to help with their training after everyone obtained their provisional licenses and are relocated to the remote Nabu Island doing heroic work despite the work involving mostly minor deeds the island's relatively low crime rate.

After establishing the headquarters, the class performs various tasks: Denki is called to charge up a farmer's tractor battery; Koji retrieves lost pets; Tenya goes to assist an old lady who had a broken back to the hospital; Fumikage patrols the skies above Nabu Island; Mashirao, Shoto, Minoru, Tsuyu, Rikido, Mezo, and Hanta monitor the popular tourist beach area; Yuga and Mina clearing a highway road blocked by boulders; Eijiro helping a fisherman and his family load up on a semi-truck; Momo fixing a scooter; and Ochaco, Kyoka, and Izuku locating a lost kid.

Izuku, Ochaco, and Kyoka locate the lost child: Katsuma Shimano, at a park area. who reveals to be with his older sister, Mahoro Shimano, when she revealed that she was timing Izuku and the others on their arrival to their location and angrily scolds Izuku because he took about an hour late to locate her brother. Izuku felt embarrassed and ashamed before Mahoro scowls at him for being a hero and walks off with her brother. Despite the latter being dismissive, Izuku doesn't mind about being scolded by the child.

Meanwhile, back on the mainland at U.A. High School, the retired former No. One Hero, Toshinori Yagi, was wondering if the students at Nabu Island are alright despite having their provisional licenses, but Shota reassures to Toshinori that there are no villains on the island and the students should be relatively safe from any major threats.

Back at Nabu Island, at the end of the day, the class was exhausted from all the hard work and deeds that they've done. Hanta wonders if the small deeds are considered to be hero work, so Tenya assures that every deed that happens on the island count as hero work. Momo reminds everyone that they may have their provisional licenses, but they are still students, so they will have to put the hard work to make sure that the island residents can count on them. Minoru points out to the class that the only one who hasn't done the work since they arrived on the island was Katsuki, who refuses to do small deeds unless there is a villain involved.

The residents of Nabu Island greets the class with special accommodations of food for dinner as a token of gratitude for all of their hero work. After eating their dinner, Katsuki was assigned to be on night patrol after he sat in the office all day.

Later on the night, Izuku was practicing his kicks to keep training on his Quirk: One For All, and stumbles upon Katsuki who was taking his night patrol. Katsuki and Izuku had a short conversation before they were interrupted by Katsuma who informs them about a villain closeby.

Back in the mainland, Katsuma and Mahoro's father, who was out-of-town for work, watches a video recording of his children before he was attacked by Chimera, who slammed the truck to knock him out.

Izuku arrives shortly afterward and saw the praying mantis prepared to attack Katsuki, but it phases through him revealing to be a hologram created by Mahoro's Quirk: Hologram. Katsuki angrily scolds Mahoro and Katsuma for making the illusion before Izuku stops him.

Back on the mainland, the No. 2 Hero, Hawks, arrives on the scene of destruction and finds Katsuma and Mahoro's father unconscious after getting his Quirk stolen, which was a distraction created by Nine to divert the authorities from locating their position and their true objectives.

The medical staff from the hospital clinic weren't able to treat Izuku and Katsuki any further because they've suffered too much damage which requires them to be sent to a hospital in the mainland. Katsuma arrives and uses his Quirk: Cell Activation to heal both Izuku and Katsuki.

Epilogue
