No, it's not Yoarashi. They wouldn't count someone who turned down the recommendation.
Plus, isn't Yoarashi on the second year?

No Juanito, Yoarashi was the 4th recommended student; however, he turned down U.A., and Yoarashi is a first year student. Thus, there are only 3 recommended students in U.A.
But aren't there 20 students in Class 1-B too? How did the 20th student get in then?
This is my spectulation, so after Yoarashi rejected U.A. recommendation, the 37th highest scoring student can replace the empty slot for Heroic Course.
I've always thot it was the bird guy, his power seem pretty high level and he is very focused and in charge.

Why not the 5th highest recommended student?
They were judged in two groups of six, and Inasa, Shouto and Juuzou were all in the same group. That would make Juuzou the 5th.
No, Tokoyami took the entrance exam along with Izuku, he ranked 9th, if I'm remembering correctly.
This isn't hard. There were four recommended students, split between the two classes. We know who they are in Class A (Momo and Todoroki) so the unknown one is not in class A.
I also find it weird that people think someone wouldn't be able to pass the entrance exame, but would somehow make the very short list of recommended entries. Or vice versa. It's clear they aren't judging these things just on how "cool" someone's Quirk is.
As for who the other one in Class B is, I'd say Pony Tsunotori. Being an exhange student is apparently pretty rare. But, that could be unconnected to the recommended students, in which case, I have no idea. We really don't know all that much about Class B.
Also, why would they replace someone who dropped out from the recommendation list with someone from the main exam list, instead of just promiting the fifth best person from the recommendation test? That's just common sense.
Saying "common sense" is actually a logical fallacy by the way.
To clarify, the empty slot that I mentioned refers to the spot for Heroic Classes rather than replacing someone from the recommendation list. I did mention that it is a spectulation rather than a canon fact.
The author refers to only 4 recommended students in U.A. so far. Maybe U.A. does not want to hide that one of the recommended student went to another school instead.

Okay then, it's basic logic, if that's what you want to call it. Considering we know Juzo took the test alongside Yoarashi and Todoroki, it's likely that he was given Yoarashi's spot after he turned it down. Meanwhile, Momo and the other unknown student tested at a different time/location as we didn't see Momo with them.
I know what you meant, it still doesn't make sense. They had multple people take the test, if one for whatever reason turned it down, it makes no sense to go "well, instead of promoting one of the people from that exam, let's just do it from the other exam".
Yes, four, as in there are four in the first year class. One student deciding not to go to the school is not a big deal, hardly something to keep quiet. Aizawa had no problem telling the students Yoarashi decided not to go to U.A.
You're speculating in a roundabout when there are other more obvious avenues, was my point.
